it wont because the stats will go from 17 - 20 to 18 - 21

Depends whos analysisng the data. Yes if you measure it over a 4 year peroid then it should change to 21, but if the goverment just kept it as drivers below 20 years old it makes it look more positive.

It's interesting to compare car licence testing to motorcycle licence testing.
With cars, you pass your test at 17 and could legally drive a Bugatti Veyron on the public highway (insurance permitting, of course!).
With bikes, before you're allowed on the road you have to take "Compulsory Basic Training" (CBT), then you can ride on L plates. If you're under 21 then you can take your test and ride a low-powered bike (<=33bhp) for two years then ride something more powerful.
If you're 21 or over you can do your test on a higher powered bike and then ride anything you like straight away. This is "Direct Access".
When I took my test in 1996 there wasn't a two-tier system, so at 18 I could have gone and ridden anything.
Would the same system help younger drivers? Probably not, because it's already the 1.0 Corsa / Saxo brigade that seem to have problems and you can't really get lowered powered than that.

My opinion:- Well i have passed my test now 4 1/2 years ago, i have never had a accident of my fault (touch wood). About 6 weeks ago i lost a mate who was in the car with a 17 year old driver. I had a moped thing when i was 16 and that gave me alot of experience of how the road system works. My cousin had a moped, and has recently passed his test no issues yet. I would agree with not allowing new drivers to have passenger's at night time and to keep a restriction of the engine power.

Personaly I think age is not the problem just lack of instruction before being alowed out solo. Make it 18 on your own but with a licence holder 17. More likly to drive sensably without showing off.
