My eldist is 17 next month so will just make it through but my youngest will have to wait until he's 18 and he's not happy  :(

Yes, it's been bounced around for years. As said above, even if it were to be introduced, it would make little difference. The high risk period is the first year of driving, not a specific age! Just because someone is 18 rather than 17 won't improve their experience, it's still their first year of driving.

If they want to raise the age to a level where people are more 'mature' about their driving, they would have to raise it to 35 for some people  :roll:
