I think you'll find it's 16 passengers plus the driver, and it pays to read the entire thread before posting, since I answered my own question in a later post.

I can indeed drive a 'Minibus' with 16 passengers over the D1+E weight restrictions, and am also exempted width, length, and height restrictions, since I hold a C+E Licence.  So a 57 seat coach with 41 seats removed can be a 'Minibus' on my licence.

Italian Job anyone?
