But in the same newsletter there is good news for owners of older vehicles "German Parliament exempts historic vehicles from urban vehicle restrictions"
As I recall, when the Historic vehicle tax came into effect there were serious concerns that it would lead to restrictions, but nothing came of it back then either.

There was a stage when some car manufactures were petitioning the european government to get all older cars to have a stricter testing schedule. But nothing ever came from it.

There are parts of the world where the use of older vehicles is restricted. I was talking to a customer in Texas who could only do 2,500 miles a year with his Mini. It seems this varies with each State.
