They are putting in for trucks to be no older than 7 years old in london and have to have very low emisions or it £200 a day Fine

Classics Monthly mentioned this in this months mag, and they and the FBCVC (?) can find no trace of any legislation banning 10 year old vehicles anywhere, in UK or Europe.
