I don't think that's what was meant,  I think that Ralph was merely trying to comment that there is also blame to be attributed to the parents, especially in an age/area where there is likely to be high speed traffic around.

Not that it in any way excuses the speeding traffic, just that there was another way the affair could have been prevented.

20mph can do a lot of damage to a small child...admittedly more speed usually equals more injuries but where do you stop?

Every extra 5mph doubles the risk of death.  That's why the limit is what it is.  I'd say you draw the line at not exceeding the speed limit.  Given there's such a clear link between speed and the risk of death, I don't really see how the driver could in any way not be held responsible.

Sorry for misunderstanding.

As to drawing a line on speed, this was not a case of constant high speed but accelerating hard deliberatly to look cool. :roll:  :shock:
