No it has a bracket that is fastened in place by the spare wheel retaining fasteners - this bracket is than left in position and the rack slides on to it and is locked in position, by a padlock, when you want to use it.
It takes no time at all to fit and remove its just a case of removing the spare wheel cover and locking the rack in place.
I will see if it has any manufacturers lables on it - but I dont think that it does.

i got a bike rack that carries 4 bikes easy,
i got it off ebay, but its made by Simbars, the receipt came with it from the bloke i got it from and he paid £80 all in,
it fastens to the spare wheel bolts, and it can be removed easily for stowage leaving the mounting plate on the wheel,
and i can still tow the caravan with the bikes on it as well,
