Careful choice of words. Its not deregulated by any sense. You just dont need a licence.
All the old restrictions still apply.

I suspect that is only to close the loophole on prosecuting drivers for using the CB whilst driveing, as it is no longer a licensed 2 way radio, it is no longer exempt from the law.

I read somewhere on a forum ( will find the white paper again when I remember where ) that using a CB whilst driving is not illegal under the "use of mobile phones whilst driving" law.
There's a loophole that allows the use of CB or taxi radios because they are not "Duplex" i.e. On a phone you can transmit and receive at the same time, on CB & two way radios you cannot... so they are not covered by the new laws..
HOWEVER, I reckon the alternative charge would be driving without due care and attention if you argued with the boys in blue, so I wouldn't recommend daring them to pull you... Just make sure you get charged with the correct offence

weather legal of not while your laning at 5 mph who is going to know
Absolute must while laning, as only way you can talk to a convoy, up on the welsh hills some sundays you can find a nice high spot and listen to all the groups out laning by scanning the channels.
Some chat some just use it to tell of open/shut gates, sometimes you can listen and you get to know who is out and where they are.
I reckon we are about the last lot to use them
