Rip it back to brick; lay the cables etc. then stick plasterboard to the walls using dabs of plaster.
Standard procedure nowadays, very good finish not too expencive and very quick.

Redid mum and dad's living room the same way. May well do the study that way as I dont think any amount of filling is going to rescue the wall.

My ex council house is now nice and smooth due to the fact im a plasterer by trade.It took a lot of work to put it right i can tell you.
