Rust should only count if it is within a 30cm zone of any saftey feature, ie seat belt anchorage. If if fails you have a ten day period in which to do the repairs and present for restest ( retest is not normally charged for as is only a particial test & the tester will only check what he failed! )

If it's part of the outer wing I would have thought it would not be a fail, if part of the inner it will no doubt be though. Is it at the rear or the front? Remember golden riles is within 30cm of load bearing member, so chassis rails, sills, inner wings, seat belt mounting points etc, doesn't leave much except the outer panel work.

Don't forget if it's a rust hole sharp edges will cause it to fail if it's likely to cause someone to get hurt ,"includes wee kids" even if it's not structural.
Outside wing on front would be ok. inner wing is part of a post structural.

If there is a hole I think it will fail because it is dangerous to pedestrians.
I would cover it with Tank Tape.

Dont thing I was clear where it is. If you imagine the rear door. The holes are in the upper suface thats normally covered by the door where the slii comes down to meet the outer wing, the door striker is about a foot further up. It has plastic trim over it (sure thats why it went). It would take a really bizarre accident to come into contact with it and I'm sure that would be the least of anyones troubles :) I'll try get a pic, might be clearer.
