Not sure about that. There is an offence of allowing livestock to stray onto the highway. That covers such instances where the fence has not been maintained.
Most horse owners that I know, including my dear wife and daughter, pay a lot of money for public liability insurance. No, thats not right. Ipay a lot of money for their public liability insurance. :(
Re the Chav. Serves him right, the idiot.
Mind you, re horses. I don't trust anything that is bigger than me, has four legs, and a brain smaller than mine. That spells danger. Bloody things! Put them all in tins!  What good are they? All they do is eat and crap and cost a fortune! The horses, not my wife and daughter.
Why can't the females of my family choose something less pricey, like slugs or chinchillas?
Thats it, had enough! Hoss burgers anyone?

You haven't heard by 110 V8!!!

But seriously, you have to judge each time differently. This horse was really twitchy and was not going to pass, so I had no choice but to switch off. I then waited until the horse was some distance past before restarting the engine and gently moving off.

Once the animal becomes more relaxed with vehicles, it is better to just drive past gently. They won't learn that a vehicle is not a threat unless they are subjected to them.

One of Sarahs horses was afraid of the black plastic wrapped bails. So she walked him up and down past them until he wasn't spooking, then put his feed on top of one! He had no choice but to get close! Now he's much better with them.

Depends how long you wait.  Shame she obvioulsy didn't know the advice ebing given to owners of cars isn't it

Maybe they should have to do some sort of CBt before being allowed to take a horse on a public road....

....oh, I said that already

There are some very bitchy horse riders around - both male and female

I have great respect for the damage a horse can do to a car ever since I owned a Wolseley 16/60 with a large dent in a door pillar which was caused by a horse's hoof. Wolseley's were a very well built car at the time
