If you are using the same connection with both the laptop and the desktop PC, and the desktop is fine i doubt it will be your connection.  It's more than likely some some nasty stuff on your laptop.  Try downloading:
 
Spybot Search & Destroy

AND

Ad Aware.

and run them both, dont forget to update the definitions.

Give that a whirl, if you get no joy gimme a shout and we can run "HiJack" and check the log.

Your normal PC sounds to be OK - how do you get internet on your Laptop, does it have it's own modem or does it link to your main PC somehow?

If there is some sort of network between them, maybe it's that at fault.

I think the downstars socket is knackered.  Never thought to plug the laptop in upstairs but I have now and it seems OK (fingers crossed)

If your downstairs socket is a BT style telephone socket, if you head to Focus D.I.Y. (rather thatn B&Q etc) their telephone sockets use screw terminals and so are really easy to swap old for new.

I'm sure lots of other places do them, but I remember when i was wiring up out house the first couple of sockets I got were from B&Q and homebase and both had push in sockets which required a tool (which you can buy - but I didn't), I got them fitted but they were a pain. The Focus ones are as easy as wiring a plug.  :wink:

If the socket is a network computer socket that is much more complex so I will only explain it if necessary.
