I watched a police rangie do this on the A2 into london one morning.... He used a chain and pulled the rig with trailer about 100yards up the road into a layby....

I watched a Police Range Rover pull a fully loaded artic up the sliproad on the Wooton Roundabout in Northampton (those that know it will appreciate the gradient!) :-)
