Fiting s/s side air vent

Bought a nice shiny s/s side air vent cover at the LRO show at the weekend, does anyone know if these are meant to fit over the black plastic grill or is that meant to be removed? I know this sounds a daft question, but being used to easily unscrewing anything I want to change on my truck not vaving any obviour screw heads to home in on on this side vent has left me confused :?

i also have some. i just put  them on top of the plastic one thats already there. fitted it useing the screws from the old one
