I seen it referred as "bottom plate", "retainer plate", "clamping plate"  but I think its officially called a "Spring Plate",  so i'd call it a "bottom spring retainer clamp plate thingie". There are different part number for axle age/type but take a look at LANDROVER PART NUMBER: 624077 as an example, that's a "SWB FRONT SPRING PLATE LEFT HAND - Land Rover series 1954 - 84 to axle suffix C series 3)
