how is this still tax exempt?

Yes it's 5 points for the original UNMODYFIED chassis

but the chassis was stretched with a two door body on, so if it was built into a 6x6 at the same time it would not need an SVA and would still keep the old plate. if it was done before the old SVA rules came in that is.

as it has a chassis you can change the body.

the engine is a conversion, if the vehicle was built before the SVA then all that needs to be done is the change declared.

Range Rover Blues:
Hooge grey area, which is why I'm not bidding.  There's a phrase that goes "built or significanlty rebuilt" and although the body counts for no points, the chassis is all of them, you could argue that as none of the original car survives and it has been rebuilt under a Disco shell and 100 Hi-cap with a new engine that it has been rebuilt again since the rules came into force, given that 'the rules' are what 15 years old?

Somehow I'm not satisfied by "because it is" as an explanation either.

neither am i, just pointing out that it may still be possible if it has only had the roof etc changed. what you need to prove is that it was done before the new rules came in. very very difficult unless you have a datestamped picture or something similar. obviously not a digital pic or on the net.
