PTO shaft driven but the winch itself is same as hydraulic model. I have had same issue as you, there is a thread on here somewhere. Solution was to take winch off and remove that end of winch and clean and grease the engage mechanism shaft - works a treat after, world of difference. Where the free/engage handle is there supposed to be a rubber seal between it and the winch body but when it worn or missing then crap get in there and along the shaft and gums it up.
I used the instructions here to remove that end of winch (it's easy) ...

do stages 1 and 2, no need to take drum off or touch other end (unless you want to!! I didn't even drain oil from there) so skip to stage 8,9 and 10. No need to touch bearing. Clean up the gunk, lub and put back together.
