The pic suggests that the max height for brakes and sidelights is 1500mm, so the answer is no.

I think there is a word missing about the statement above. The maximum height for obligatory brake and sidelights is 1500mm.So if they are an addition the answer is yes.

The IVA manual is a better source. If you want to make or seriously modify a vehicle for use on the public highway then it will be tested according to this. MOT tests only test the very basic features safety and emission related aspects of a car. Just because a car can pass an MOT doesn't mean its road legal. As I understand it the "Construction and Use" regulations are the definitive source of vehicle light requirements, but every time I've tried to read them all I archived was a headache.

All the requirements for lights are on pages 157 to 200, sections 20 to 30.
Regards stick rear lights on roof racks
For direction indicators see pages 175 and 176 for positional requirements. Basically there are no restrictions as to where additional indicators can be placed.
For stop and tail lights see page 172. Again you are pretty much free to add an additional pair of stop and tail lights anywhere on the back of the vehicle.
