It could be that revious paint in the bathroom was a water proof paint, which is a devil to paint over. The reason there is probably waterproof paint is due to surface mould, common in bathrooms.

Emulson does not go well on waterproof paint.

hi henry if it was the council it will be matt thats all they use round here as said above  try adding pva  :D

do not mix PVA with Matt emulsion, otherwise you might end up with a shiny finish.

....and if the laminates in the bathroom make sure its rated for it. Sorry if this is a "how to suck eggs" comment.
