tax exempt series. how rare?

i looked up an insurance quote today for a tax exempt series 3 standard and for 3rd PFT they wanted £300.  :-o

This was with no claims bonus as it is for a new car but i said i drive 2 other cars reguarly!

Grrr. How do people get it down to £80 or £150 fully comp?

By agreeing limited mileage - 1500 or 3000 miles per year.
