More Ebay woes

I won and paid through Payp[al for 2 tyres.
I arranged a date with the seller for a courier to collect the tyres, they're almost 200 miles away from me.
So arranged the courier and made the payment for collection.
Late in the evening of the day of collection I emailed the seller to make sure that DHL had been for the tyres. He told me he had to pop out and while out DHL came. So no collection and no delivery of my tyres. But htese things happen.

So again I contact the courier company and pay a fee for them to collect the tyres today as agreed with the seller.
Late this afternoon I get an email from the seller saying he had to pop out and while out DHL came for the tyres, hes sick of staying in for them and he'll give me a partiel refund when he gets some money into his Paypal account as hes just withdrawn all funds from it.

I wrote back asking politely for a full refund, not partial, asking him to acknowledge that not only was it costing me time but also a fair bit of money.
He replied by withdrawing his offer of a refund stating the problem is mine because I didn't arrange the collection at his convenoience which is untrue. I do have by the way all correspondance between us since the start.

Now hes trying all ways to get out of a refund. The couriers have even offered to waive their fee and try a collection again tomorrow but hes not answering my calls or emails about it.

Being annoyed doesn't begin to explain how i'm feelin?

How can I best deal with this situation?
I know what I feel like doing but that wouldn't make things any better would it?

Be prepared to loose your money,Pay pal are good for nothing when things go wrong,your seller may just dissapear off the radar.

Good idea, I've already put a post in the MC express section. Hes in Peterlee, Co Durham, a long way from me.

Drift:
I had a similar problem last year with a turbo, I thought here we go as the seller was new and I thought he was going to vanish, fair enough I contacted Pay Pal and they got me a full refund, it took about six weeks to sort, but I got my money.

Might help as well if the Pay Pal funds are paid from your credit card, I think that can give extra protection.
