The Rod adjustment is ideally good for really setting the handle hight. Or at a push getting more pull should the travel run out, when the adjustment is well out.

Best bet is to get a small spanner and give the aptly named 'Adjuster' unit a couple clicks. It is on the Passenger side of the back plate.

Set the handle to about 7 clicks up (halfway ish) and using the adjuster you can lock the drum. releasing the handle should see the drum spin freely with no resistance.

The expander unit has only a finite amount of travel and so the rod and the nuts can only have an effect when adjusted within the limits of the expander.
