Webber carb issues

I have a webber carb on my SJ witch has been running fine for ages until I swapped engine, The new engine had been running an SJ with out issue all I have done is to bolt my carb on to that engine I have blocked all the bits my old engine had blocked off but for some reason I cannot tune the carb if I do it as it says in te webber manual I can't seem to lower the revs less then 2k has anyone got any idea its really begining to annoy me now.

not sure on how to fix it but mine spins at 2 k if the choke pulled you may of got that pulled abit ?? just a sugestion
would a midget fall over doing the limbo???
