The school my missus works at has a police liason officer who is brilliant in these situations, has your daughters school got one ?

if the school fail to deal with your complaint you ask for their complaints procedure and can request a meeting of the governors. if they fail to meet their legal requirements then you cna go to Ofsted. That normally gets their attention . having been there it can be very effective.
