That maybe so. But the Op was asking about Roof lights which are classed as additional spotlamps not sidelamps.

I read it as meaning that when his side lamps were on the spots would be on half or quarter power. If I assumed rightly then what he would have would be, his side lights on and what amounts to very dim spotlamps on the roof. There nothing in the regs that say the lights have to be bright. Whether having them illuminated at all, on a road is legal or not is a different question altogether! but one he can easily circumvent by having all the lamps switched independantly of the vehicles lighting.

It's illegal

It will result in premature failure of the bulbs

and yes it is possible
