Scam??

Sounds dubious in the extreme to me. Mind you, I never cease to be amazed by banks that call out of the blue and expect you to give them your details. How are you to know they're the real thing and not some scammer who's managed to get an 0800 number?
I usually ask for a real number so I can call them back. Or ask for it in writing. Both do a great job of getting rid of annoying telemarketers!

Thats the last thing I'd do, anyone can set up a billing service and charge what the hell they want for a phone call. People used to knock on doors and say can I use your phone to call my mate because ive broken down, heres a quid for the cost to a mobile......bill comes in...phone call cost £50.

07717 is a vodafone number so you could talk to them, I think it's a contract number so they may be able to check it.
I got fed up of all these call centers calling at inconvenient times; as soon as they say it's <insert any big company> I reply with "Prove it".
It's good fun actually; It generally just stops them dead. I then point out that if I call them I have to repeat all kinds of information to every person I speak to in order to prove who I am so I am simply asking the same thing.
If you have time when they call it's really good; what was my bank balance on 25 June 1984, what payment to who resulted in that balance? You can ask all kinds of silly questions to just make them work.
