1991, 2.8 TD trooper boost pressure

Hi people, I bought a boost gauge the other day and thought I'd see how much psi I'm getting from my turbo. I connected it in to the pipe running from the turbo to the actuator. I am only getting 10 psi with hard acceleration in first gear, is this about right? Is it safe to fiddle with it for a few more psi? It's only an offroad truck so not used that often.
