basic car spray can does the job , halfords ones lee celtric used on his

L90OOK:

Back to black wont work on grey plastic & you don't want to be putting waxoyl on exterior parts that you'll rub against
I'm not sure what the best paint is but I'd be tempted to put epoxy primer on them...very tough, used on marine applications  ;)

remove trim and use a good degreaser first

now sand all over with 60 grit sand paper or wet and dry paper this provides a key.

blow off with a air gun

apply primer first 2 coats gives a real strong undercoat.

now top coat of colour wanted.

then clear laquer protects and seals it all.

60 Grit is way way way too course use 240 wet & dry,
then You need to use a plastic primer or the paint will come off,
just one coat and then you can use normal primer on it,
flat the normal primer with 800/1000 grit wet & dry
before you paint it.

<EDIT> if the bumper is fairly unmarked you can use a product called a scotchbrite pad to give the plastic primer a key instead of 240 wet & dry!

Here comes my oar.
I used to love BMW's and had a few a while back and when ever i brought one that had grey bumpers all i did was rub them down really well with 600 grit wet and dry and prime them and then rub down again with more 600 grit wet and dry.
Then spray with good old two pack paint , couple of coats then walla done.
I never had any paint come off i even did it to door mirrors and door handles.
I even once spray the chrome kidney grills black and that stayed on.

Range Rover Blues:
You can get kits for it in Halfords now, amongst others.

The plastic needs cleaning and any silicone removing or the paint won't stick.

Then you need a plstic primer, which oddly enough is flexible.

Finally you need a plasticiser adding to your top coat to keep that flexible too, otherwise it will crack and peel off.  Plastic flexs yes, but it also expands and shrinks far more than steel so the paint needs to stay flexible.
