Come live down in the warm south in the summer where we already have 2 weekly collection, the bins stink, fly's and rat's are becoming a major problem (esp. those areas still using bags not wheelie's), and country lanes are regularly used as tip's.
People are basically lazy, you need to get them to 'buy in' to these things, nothing else will work, attempting to force the issue only makes it worse!

We used to have a version of that when I was little, they called them milk bottles. This guy called milkman used to deliever full ones and take empties back to be refilled.

I seem to remember a time that a little man bould bring strange hard but clear containers of milk and leave them ouside the door, and take away the empty ones that we left out to be cleaned and reused. Strange thing "progress"

Just a diffent way of including charges to make the fare look less.

doesn't worry me so much, all our rubbish is still piled up in bags at the end of the drive (colour coded for recyclables) and I tend to produce far more recyclable stuff anyhow...
but if it comes to that, I'll just leave the bags outside someone elses house :)
for the rest of you, there's always 3am and other peoples wheeliebins, the local MPs would be a good place to start

Incidently the plan has been approved in light of a probably hefty fine for not reducing the amount of refuse from the EU... wondering if they're just going to bank the money and pay the fine with that.
Usual case of attacking the symptom rather than the problem, then again as a species we're quite good at that.
