I'd swap the speedo first to eliminate that.

The worm drive fix isn't expensive, just time consuming.

wouldn't putting the drill on the back prove the speedo is fine? I put the drill on a broken bit of cable then put it in the speedo.

The drill is designed to put a drill bit through a bit of metal.
The speedo cable and worm drive is designed to turn the speedo...  

If the speedo is stiff, the worm drive might not be able to turn it consistently, whereas the drill would easily.
