I could get around 5Mb down and 1Mb up over a 7 mile drop... although the 7 miles was wrapped around the roof of the captive office :)

All controlled from the ISP. Even your adsl modem can take upto that speed (unless it is very old). All the ISP has to do is switch your speed up.
Employees of Telewest have had free 8M cable modem for over 12 months now.

Not *strictly* true, the standard of copper cabling in this country is a bit dire, and the equipment being purchased to handle DSL has a distinct "cheap and cheerfull" feel to it. Theoretically we could all have decent bandwidth of course, but this would generally point out that the infrastructure doesn't exist between the exchanges to allow this to operate effectively. 8MB down is fine, unless you have a ten thousand to one contention ratio and sod all to distribute between them.
