Range Rover Blues:
TDis don't produce that much heat, you could try a hotter 'stat or try a chemical flush to improve the efficiency of the rad but often the faster you have the fan the cooler the air, indicating that not enough heat is coming from the engine.  My Cavalier Diesel would run cold if I put the heater on full when sat in traffic in winter, even after a blast down the M18/M62/A63 for an hour, the heater was just too big for the engine.
