Bollards!

If you watch carefully, they stop the moment of impact. There is no reason for them to come up any slower IMHO. If they did the drivers trying to run the gauntlet behind a bus would get through and endanger others driving so close to the bus.
As said above. There will be signs. If people are stupid enough not to see them, it is there own problem.

I know of one with a sign that has wording to the effect of "no through route except for busses and other authorised vehicles" continuing with "do not proceed beyond this point unless the green light is showing". The bollard rises a bit slower than the ones in the clip; a car tried to follow through and the bollard went through the fuel tank - petrol everywhere!
That type of bollard was only introduced because of people that think they can go bombing through part-time pedestrianised or restricted traffic (e.g. busses only) areas as if it is a normal road and that nothing can be done about them. The bollards have been put in to stop them. If they smash their vehicles up on them, tough. I hope that they had to pay out of their own pockets for the repairs since they were blatantly flouting local traffic regulations.
As far as couriers other than the post office gaining access - they should ask the relevant council for a permit.
