relays will only really improve the brightness if there is a problem with the original wiring, like said before high resistance connections are a prime area.  A bit of WD40 can help to clean them up if needed.  switch cleaner is better but wd will do.

You've found your problem but sticky relays are not unheard of.

I relayed my lights, dim dip will cause problems if fitted so you have to be careful.  I also took the opportunity to use 80/100 (off road) as I used cable specked to be fine with that kind of load (potentially 180 watt on each bulb if you flash your lights with dipped already on, so if you earth through one wire it needs to be able to handle 15 amps.
