Call the cops then move the car, or move the car and call the cops.
I have done the self same thing too many times with burnt out motors and on at least 3 occasions been asked to tow burnt out motor to the end of the lane so the police can recover it easier.
As for the rubbish contact the council tell them about the dumped rubbish and then continue on to say that it’s blocking a right of way which is used regular blah blah blah, it should then highlight the lane and it’s problems and also the fact that it is being used as a right of way by motors and walkers.

when you think about it. it's the councels fault anyway.
If they didn't make it so hard to dump rubbish at the local tip you wouldn't get fly tipping, which costs them more to clean up.
