If you've already got modified insurance, don't bother with cirtification. Get a mate with an engineering degree to right a report, that'll be good enough. I know this because me an my mate merv did it an he wrote his own report. Insurance company said thats fine. Turned out to be cheaper than standard insurance on his 03 laguna.
