I find CIS (Co-op) have been consistently cheapest.  http://www.cis.co.uk.  From an insurance perspective, I suggest you look at a Series III.  I know a family with 3 teenage sons 17-21 who are having great fun rebuilding a SIII.  You get to learn a lot about "real" cars and it doesn't cost the earth, especially when he prangs it.

By the way, I'm 28 and my TD5 Disco still costs in excess of £900 to insure for myself & my wife, even though I have 4 years' no claims.  I get competitive quotes every year but I have to live with it.  Sheesh.

I have had the same issue with my son and a Suzuki SJ413. The most expensive wanted £4532.88 to insure it Third Party!!!

In the end, I had the vehicle changed into my name and I insured it with him as a driver for £1200 or so, Third Party Fire and Theft. Cant recall the number but they are easily found on the internet via google

Good luck!!
