It's not a matter of 'grassing' WE have to pay our RFL and so should he!! Report him, he's the one who's doing wrong, not you!! If the boot were on the other foot, do you think HE would hesitate??

I couldn't agree more, also to those who say he might be legal in Germany I doubt it, but he will be given a chance to prove it.

I've lived in Germany and know that mail addressed to our UK address could take weeks to find us, plenty of time to ditch and torch a car if you had an accident and didn't want to face the music.  

Thats assuming he has kept an address over there - if the move to the UK is going to be for a couple of years or more he's unlikely to carry on renting/pay the mortgage on a place over there.  We didn't.

Oh and the police in Germany don't let you get away with 'but its not needed /is allowed/is legal in the UK' break their laws and you pay up.
