You would not be grassing him up, you would be saving lives,

If you know his name and address go down to your nearest callbox and call the police to report the vehicle stolen, then when he's pulled the police will have some paper work to do.

Matey just go face to face and tell him u have a problem dont go hiding and doing it sneakly atleast that way he might sort it out there and then im not saying get in a punch up but more than likely he will put 2+2 and know it was u anyhow i would prefere it if someone came up to me and told me instead of doing all sneaky!!! just me 2 pence worth  :D  :D

leo:
so do you know if he takes the vehicle home every 6months ?  he could be paid up on what is needed..

as for his blinding headlights   SMASH EM WITH A HAMMER

joke !!!!!!

Baby_Rhino:
Just tell the police.

If he is innocent it will all be sorted quickly, if he is not then he should get what he deserves

Lostboy:
Thanks for all the input guys - it seems quite clear the majority of people are for reporting him. I'm not into sneaky methods, so I will speak to him first and tell him bluntly he needs to sort it - I think thats the fairest method. If at least he doesn't stop using the vehicle then I will report him to Crimestoppers.

davidlandy:
good luck, lets hope he doesnt smash yer face in!!!!!
