What does this bizarre pictogram mean?  :?

It was on the Unst ferry in the Shetlands.

I always thought the idea of pictograms was that they were easy to understand very quickly regardless of language.  Not so sure about this one!  I think the frisbeeing butterflies answer is probably closest so far.
