There was no law requiring belts to be fitted in cars in the U.K. until 1968

I thought it was a bit earlier than that. A bit of diigging seems to suggest 1965 as the year, http://www.motuk.co.uk/manual_510.htm for front seats, though not a centre seat if you have one (I suppose anyone sitting there is considered expendable). Rear seat belts came in later.

Thing is, even if you didn't have to have them, would you want to drive around without them with the levels of traffic that we now have on our roads?

Depends on when the vehicle was first fitted with belts from new.
I have owned three motors without belts fitted, in the past few years. Oldest was a 1963 109 next was a 1966 ex-mil 88 last was a civi 1969 88. None had belts fitted from new, and all passed MOTs without them.
Landrover were not fitted with belts as standard untill about 1972, though they were available as an optional extra before that.

Without the book in front of me, I'm pretty sure the date is around 65/66ish, if the vehicle is older than this, you are ok, but from then on they are required to be fitted for an MOT

I know I have posted on this after checking previously, just need to find the post

If the belt was not fitted originally, then its not legally needed for MOT eg belts in back of stationwagons or middle belts in front. If driver/passenger belt was fitted then it needs one for MOT, and if present they will test the belt!
