anyone know what it means?

Probably MOD or a civil service of some sort.

it was first registered in 1999 and the orginal paint by the looks of it is fire engine red

Special vehicles ID plates have contract numbers on them

Great pic you've got in your avatar there Series3_mad, I bet the bloke who painted that pic is well handsome, can drive anything anywhere really fast, girly groupies outside his house day and night and can drink ten pints before breakfast!

used to at my old work placement but change to another work placement and now drive masseys and college as got masseys aswell

FV is a fighting vehicle code, ie its ex MOD, normally on the drivers side side of the seatbox.
