which other things could it be  :(
a) windscreen
b) sunroof
c) aircon

The water does come in from there. What happens is that the water drips into the loom behind the washer bottle. Once in the loom it flows very easily through the grommit and then drips out where the looms bends upwards inside the footwell. You will need to rewrap the loom quite a away back up and also a subsidary loom that joins it, with mine that is where the water dripped. Took me two years to discover that path !

Would it be worth opening the loom and packing it with silicone sealant, or is this either:

a) too hard
or
b) likely to cause more trouble

what about a floor grommet, mine has them all over the place, or a rust hole, you may have to take the floor covering right out and look round that way for a while

I'd agree with beast5680. Mine looked perfect until I lifted the plastic covering. Had a hole about 3"x1" letting water in. Passenger side inner wing tends to get more of a battering from water, muck and salt than that on the drivers side. Worth a look anyway!

I just rewrapped the wiring with electical pvc tape. One way to tell is to pull carpets back and spray a hose pipe down the back of the water bottle. You'll soon know if that is the leak spot.
