Bascially when the wheels are straight, the actual wheel lines up about 1/8 of a turn anticlockwise off, what would be the best way to line the wheel up, and if at all make the steering more precise, ie, reduce play in the steering wheel?

Check for worn bearings, swivel housings, track rods joints, then,
Check tracking , then you can take someof the slack out of the steering via the adjusting screw on the steering box.
After that if the wheel is still out of line, pop the steering wheel off after ensuring that the wheels are straight forward, and replac the wheel in the correct position

check the angle between the drop arm and the drag link,
i cant remember what the angle should be, but that might be why your wheel isnt straight
