mate has a 3.5 v8 disco we have change dizzy coil leads fuel pump starts fine but wont rev over 3.5 to 4000 rpm any ideas

is it carb or efi?
is the timing accurate?

all sorted now after new pump leads dizzy timimg done and spot on was the flexi hose from the airflow meter had rotten on the inside and when revving sucked and blocked air flow at great expence well at least it wasnt mine was brotherinlaaws truck RRB its a efi
