Both quotes are of conversations in public between WS Churchill and Lady Astor, (Nancy Astor IIRC) an American and an fellow MP.

That line being in a pretenders song I was working and not entirely listening when it was on... I swear I misheard it as "we are all of us in the gutter, but some of us are looking for the stairs"  presumably a more useful interpretation for the practically minded.
