I'm not qualified to judge the rest of your point, but this part of the argument comes up a lot, and I'm not sure I agree with it when it does.

Manufacturers build cars to a cost.  They're not too worried about the emissions (providing they hit targets) or economy.  They're striking a balance between performance, cost and reliability.

You could just as well argue that if chipping engines worked, then the manufacturers would do it to all cars.  Well, of course, chipping does work, but manufacturers don't uprate the programme on all cars, because it would lead to a larger warranty bill, amongst other things.

If I made a great gadget that increased diesel economy by 10%, but cost £500 per vehicle, the manufacturers wouldn't fit it, because it would take away their profit margin, and they don't care how much their buyers spend on fuel, within reason!

I have to admit the fuel pump has been tweeked as well and this makes a big difference,  combined with the valve you'd be suprised how much
better it can be.
