It's a standard holder with a damn big hole in it an an curved plated welded on the top. The curve of the plate matches the internal diameter of the wheel so it acts as a guide when putting the wheel on - meaning it's difficult to drop the wheel on the camera.
It has interchangeable centres for the light and bike carrier mount.
There's a notch cut out for a Disco 2 wiper. A bit of blasting and powder coating and Hey Presto!
The nuts are stainless with two modified studs to enable two extra nuts to be put into the holes which are normally empty.

That would be an E11 mark, but exactly which I can't find ... go look at a makers reversing light I guess.
If you're thinking of getting around it by calling it a "work lamp", that's fine, so long as it does not automatically activate in reverse gear to expose the lie.
But ... there are restrictions on when you can use a work lamp on the road, of course :-
