I'd accept the internal meter it could save you money over an external one if there is a leak.

You are responsible for the pipe from the edge of the highway but only have to pay for water that has gone through the meter, therefore if there is a leak on your pipe before the meter you still need to repair the pipe but aren't paying for the wasted water. I've seen leaks where over a cubic metre an hour is getting wasted and here in Devon we pay about £5 a cube so if you don't notice the leak for a day that's £100 gone.
