That belongs to 'RaceTech' who provide the starting gates/results for Horse racing around the country.

They're converted by Dixon-Bate at Chester (who make tow-bars/tow-balls), with the new 90 receiving the 5th-wheel, & the 'tub' being placed on the '5th-wheel donor'.

They are, as you can see, air-brake equipped. I seem to recall that the gates only weigh a couple of tons (nowhere near close to the 3.5 ton limit for 'over-run brakes'), but air-brakes were simply seen as being a safer system.
